Yes, you are allowed to use EA's on both the evaluation and funded stages.

In regards to HFTs, you can utilize them during the evaluation. However, they do not work well with our servers and are not recommended. In regards to our live accounts, HFT-based EA's are no longer permitted. 

UPDATE: As of May 1st HFT's will not be permitted on either of our platforms.
